The standard military are more loyal to the Crown. The academics that go to university. The working class. Also the immigrants wishing to move from the overpopulated Earth to Mars, which has become a beautiful haven. We also have the shady class that will do anything in their power to climb the social ladder and succeed. Also the “Mars Guard” who’s total loyalty rest with the Emperor first the planet second and the people third.
