Especially, The Ministry of Magic who have been denying the fact that He-Who-Must-Not-Be-Named had returned and secretly forming an alliance from to take over the Wizarding world. Albus Dumbledore knew that he must need to act, but the things is, he did not know where to start. When he know that Harry is forming an army under his name, he suddenly realize that he knew someone from United States of America in New York. He knows that they are their only hope for saving the Wizarding world and Harry's destiny against him. (This is really different from what you think of nor expecting.
